Our Story

Benefit Administrators of California (“BAC”) was founded by a Licensed California Insurance Broker, who realized that many of the San Francisco based companies are not meeting San Francisco Health Care Security Ordinance (“HCSO”) requirements and often find themselves in competitive disadvantage relative to similar companies operating outside of the San Francisco City boundaries.

The challenges that San Francisco based companies face to comply with HCSO are:

a) Administrative and Clerical costs associated with processing medical expense reimbursements and maintaining records sufficient to establish compliance with the employer spending requirements.

b) Many employees are not able to use the reimbursements-only based program because they do not have money to pay upfront for medical services and wait for the reimbursements. Hence, SF City Option is not being an ideal solution for such employees and therefore their employers.

c) Many people working in San Francisco do not reside in the City and therefore not eligible for programs the City offers to its residents. Hence, employees, eligible for HCSO contributions and not residing in San Francisco, may not always be able to acquire health care insurance, other than the one offered by their employer.

d) Companies operating in San Francisco often find themselves in competitive disadvantage to similar companies operating in the Bay Area cities located next to San Francisco, because the additional cost of meeting HCSO requirements is not perceived by employees as equivalent to higher hourly wage offered by non San Francisco companies.
